Ship Repair Vice President of Operations

POSITION SUMMARY:

The Vice President of Operations is responsible for the implementation, execution, and monitoring of the operational plans, programs, and projects to meet overall contractual and shipyard objectives. This position is responsible for all ship repair operations and shipyard personnel. Daily oversight of Director of Operations, Trades Managers, Foreman, Program Managers, and Maintenance. Manage all in plant and out of plant (down river) production for ship repair (approximately 25 projects simultaneously), including internal to the shipyard.  Oversight of approximately 400 employees.
This position will initiate and lead project oversight, trades, trade manning levels, profitability, schedule, safety, and quality with the assistance of other support departments. Oversight includes assisting with, developing and executing to annual sales and profitability goals.  Must collaborate with the Executive Management Team to develop and implement plans for the operational infrastructure including facilities, processes and personnel designed to accommodate the growth objectives of the company, and the shipyard specifically.

ESSENTIAL DUTIES and RESPONSIBILITIES:
  • Oversee all Programs and Operations for Shipyard.
  • Drive schedule and profitability of all projects to meet or achieve contractual requirements
  • Ability to adapt to change quickly and determine priorities for the organization.
  • Must be able to manage 25-30 projects simultaneously with the help of the Program Teams, as well as 300 trades employees.
  • Develop short- and long-term plans that meet the needs of all projects to include manning estimates and yard schedule for vessel movements, including dockings and un-dockings working with the Director of Projects
  • Responsible for assisting with new bids, current workload and projected manning forecasts for the business units.
  • Participate in developing capital improvement plans and approving related expenditures.
  • Management of Operations Department, to include all execution levels for both Government and Commercial projects. Assist with make or buy decisions, and overall business decisions regarding rates, fees, and mark-ups of each bid.
  • Day to Day oversight of the Production and Projects Department to include Maintenance with ability to recognize potential problems early, recommend solutions, and implement corrections. Document with formal correspondence all concerns.
  • Assist organization in disputes and issues with customers, to include REAs and claims through Director of Business Operations
  • Establish and maintain relationships with local and non-local customers
  • Monitor progress throughout project or multiple projects in accordance with all contractual requirements. Intervene if necessary to correct any issues by working with operations.
  • Interpret work specifications and contracts with the Director of Projects for execution
  • Ensure that all issues raised are resolved in a timely manner
  •  Oversee all submittals of invoices and monitor payment and accounts receivables aging
  • Must have regular, reliable attendance
  • Responsible for the development of technical skill in all    areas of ship repair to better position the company to overcome restraints within the industry.
  • Collaborate with Safety Department in the awareness of all OSHA safety regulations. Facilitate prevention or correction of any violations.
  • Maintain awareness of various regulatory body requirements that impact work such as ABS, Lloyds, DNV, USCG, AWS, ASME and Navy Mil-Standards and Pubs.
  • Responsible for tooling and process improvements for the Operations department.
  • Job may require you to work hours outside of normal work week to ensure coverage and timely completion of deadlines.
  • Practice and confirm that all employees, subcontractors and visitors are in compliance with Safe Operations requirements to include the use of PPE
  •  Set a personal example by wearing Personal Protective Equipment (PPE) per company guidelines at all times with no exceptions and correcting/documenting others who are not in compliance
  • Ensure that all Company Safe Operations initiatives and procedures are executed to include the safe planning of work, safety briefings, near-miss documentation and discussions, housekeeping practices.
  • Promote Safe Operations culture participation at the deck plate level.
  • Engage employees to be vigilant and vocal when it comes to safety issues, concerns and suggestions. 
  • Work independently to complete responsibilities
  • Other duties may be assigned as workload dictates

QUALIFICATIONS:
 
  • College Degree or Marine Apprenticeship in related field preferred, and 10+ years of Navy or Ship Modernization and leadership/project management experience
  • Minimum of 15 years of ship repair experience with Government and Commercial vessels required
  • Must have led an organization of similar size and scope for at least 3 years at the same level
  • Effective negotiation, problem solving, and decision-making skills
  • Ability to organize and direct a project to completion.
  • Must be organized, a good oral and written communicator
  • Proven ability to drive improved cost and schedule performance
  • Proven ability to manage Risks and Opportunities
  • Understanding of terms and conditions, insurance requirements, and contract requirements
